Construction Quality Assurance Monitoring Activities

The Construction Quality Assurance Plan (CQAP) and other Phase I Removal Action design documents describe the types, frequency, methods, and reporting of environmental monitoring and other compliance related activities required during sediment removal operations. Below is a summary of environmental monitoring and, as necessary, additional actions taken to maintain compliance. Health and safety activities are also summarized, and check the weekly Progress Reports for additional information.

Keep in mind that some forms of monitoring are not needed because the project systems themselves are designed to protect the environment by preventing contact with the sediment materials being removed from the river. For example, the steel sheet pile enclosure provides a barrier between the removal work area and the Passaic River, isolating the 40,000 cubic yards of material from entering the waterway (joints between the steel sheets are sealed). After removal from the riverbed, sediments are contained within the hydraulic pipeline on their way to the Upland Processing Facility. There the materials are processed and dewatered through a series of equipment and piping before the process water is treated, tested against water quality standards, and discharged back to the river. Potential for air emissions is also reduced by containment of the sediments within the pipeline, and by use of covered tanks and other control measures.
